Herald special SPRINGFIELD – Cat food is in short supply at the Effingham County Animal Shelter and the adjacent Pet Food Pantry. The shelter recently joined forces with Coastal Pet Rescue and the Two Black Dogs Foundation to help feed pets belonging to Effingham County citizens who are enduring financial hardship.
